A MESSAGE FROM THE DIRECTOR GENERAL NATIONAL BUREAU OF CONCESSIONS

Honored by the trust and confidence reposed in me to serve as Director General of the National Bureau of Concessions, I am pleasingly grateful to H. E. Joseph Nyuma Boakai, Sr., President of the Republic of Liberia, for my preferment and for affording me the opportunity to share in his vision, leadership and assist in the development efforts of our lovely country.
The Government of the Republic of Liberia has embarked upon the effective and Scrupulous Implementation of the ARREST AGENDA for INCLUSIVE DEVELOPMENT (AAID). The role of the National Bureau of Concessions – NBC cannot be overemphasized in this national endeavor.
The NBC was created by law to primarily provide technical support in all aspects of the Concessions granting process ranging from the preparatory stage, negotiation and rectification to the implementation of the Concessions agreements. Toward this end, the Bureau’s direct focus shifts to providing constant Compliance feedbacks of the Concessions to Central Government, through the Office of the President of the Republic of Liberia and the National Legislature. The emphasis to keep in mind is that monitoring and evaluation of Concession Compliance is intertwined with Government’s development agenda and the adherence to the legal frame work (which birthed the Concessions) by Concessionaires, Government, Communities, all other Stakeholders concerned, among others.
In the discharge of its cardinal statutory Responsibilities, particularly monitoring and evaluating compliance, the NBC coordinates, collaborates and cooperates with Government Agencies and other institutions responsible for economic or social matters affected by the performance of Concession agreement.
Our partnership therefore is strengthened and premised upon two pillars:
1. Coordination
2. Development of basic criteria, guidelines. specifications, templates and standards for monitoring and evaluating compliance of Concession holders within the scope and context of the concession agreements.
This huge task requires significant budgetary funding, support from development partners, collaboration with Civil Society, training and specialization, engagements with affected communities, etc.

The Bureau of recent has been involved with conflict mitigation and resolution between concessionaires on one hand, workers and affected communities, on the other hand. Much energy and efforts are being harnessed to sustain the peace and stability(required for investment), dialogue and negotiation, security, conducive working environment, effective compliance – better for investment, community development and advancement, training, health and safety, sustainable economic advancement of the country, infrastructure development, etc.
We wish to express gratitude to our local and international partners for their valuable assistance and cooperation.
I am thankful to the Senior and General Staff of the NBC for their Commitment, dedication, sacrifice, cooperation and professionalism. We urge all to continue to uphold the spirit of calmness, mutual respect and good will. Ours is a huge task in the natural resource governance of our country. Let no distraction derail our resolve to deliver on our statutory responsibility.
I shall stress, that more training and specialization, and logistical support are needed to continue to build the professional Capacity of the NBC.
